The VOD Coalitionโs feedback to the Commissionโs consultation on the Digital Networks Act
VOD services depend on strong, efficient networks, and strong networks also depend on compelling content and services that consumers value. This mutually beneficial ecosystem should not be disrupted without clear evidence of market failure.
The Coalition is therefore concerned that:
- the proposed ๐ฏ๐จ๐ฅ๐ฎ๐ง๐ญ๐๐ซ๐ฒ ๐๐จ๐ง๐๐ข๐ฅ๐ข๐๐ญ๐ข๐จ๐ง ๐๐๐๐ข๐ฅ๐ข๐ญ๐ฒ for IP interconnection disputes create regulatory uncertainty and could incentivise unnecessary disputes resulting in new fee structures or payment demands by network operators.
- an overly ๐๐ซ๐จ๐๐ ๐๐ฑ๐ฉ๐๐ง๐ฌ๐ข๐จ๐ง ๐จ๐ ๐ญ๐ก๐ ๐๐๐ง๐๐ซ๐๐ฅ ๐๐ฎ๐ญ๐ก๐จ๐ซ๐ข๐ฌ๐๐ญ๐ข๐จ๐ง ๐ซ๐๐ ๐ข๐ฆ๐ could create disproportionate burdens for services and infrastructure that support the delivery of audiovisual content across Europe.
Finally, any future cooperation guidelines must be balanced and firmly protect net neutrality, ensuring that the Open Internet remains a foundation for consumer choice, innovation, and Europeโs creative economy. A stable, predictable and proportionate framework is essential for European audiovisual players to continue investing in new stories and bringing them.
